Please be advised that SDAT’s Charter & Personal Property public counter located at State Center in Baltimore is closed to the public until further notice. The Department strongly enocurages online filing when possible, since documents filed online will be processed significantly faster than those filed by mail. Processing times remain within established timeframes: mailed non-expedited filings are being processed in approximately 6 weeks, mailed expedited filings are being processed in 10-14 business days, documents filed online are being processed in 7-10 business days.

  • Maryland Business Express - The Maryland Business Express site makes it easier for business owners and entrepreneurs to plan, start, manage, and grow their business! This website combines information previously spread across many state agencies into one, easy-to-navigate site, while also providing a clear outline of the steps involved in starting a business.
    • The Maryland Business Express also features a digital assistant designed to communicate with and deliver guidance to Marylanders 24 hours a day, 7 days a week. Check out the site at​.

$425 Dropbox for Charter Filings Same-day Service (Mondays, Wednesdays, Fridays)

SDAT has placed a dropbox in the lobby of 301 West Preston Street for customers seeking $425 expedited service. No more than 3 Charter Filings may be submitted per customer/firm/courier and only on Mondays, Wednesdays, and Fridays between 6:30am and 10:00am. Documents and payment must be placed in a sealed envelope that clearly identifies a point of contact's name, email, and phone number, and all filings must include payment for the $425 expedited fee ​in addition to the base filing fee. Once processed, an email will be sent to the point of contact and if approved, the acknowledgement letter placed at this dropbox for pickup the next day.

Please note that this service is not available for Annual Reports or Personal Property Return assessments. If these procedures are not followed or the filing is rejected, same-day service is not guaranteed. The Department hopes to offer an expanded version of this service online in October.
